Fot info I have libFLAC8 and libFLAC++6 1.3.0-12.1 plus using your build of
2.1.3 from here:

http://download.opensuse.org/repositories/home:/plater/Leap_42.2.

FLAC import and export tested and no problems using the older libraries.
