Comment # 1 on bug 1096050 from Antonio Larrosa

Franck Bui and I spent some time debugging boo#1096072 which was happening on
the same system. Franck noticed the source of that bug was a
/etc/gcrypt/fips_enabled file whose contents were just "1". Removing the file
fixed that bug... and also this one.
