I almost REOPENED bug 1017976, then I remembered that reopening a bug doesn't necessary make it blip on the radar, especially if it was VERIFIED before. Again, a patch applying to both systemd and systemd-sysvinit has been published without the "reboot" flag. This time it is patch openSUSE-2017-150 on the 42.2 Update-OSS repo.
