When using the openSUSE Leap15 image for OpenStack (from
https://download.opensuse.org/repositories/Cloud:/Images:/Leap_15.0/images/ ),
the module for ebtables is not available. I get:

opensuse@cloudy:~/devstack> sudo modprobe ebtables
modprobe: FATAL: Module ebtables not found in directory
/lib/modules/4.12.14-lp150.12.28-default


ebtables is needed eg. when you want to run devtack (OpenStack in a single VM).
Is there a reason to not include ebtables in kernel-default-base ? the
ip_tables module is there.
