Tumbleweed (still) uses the YaST-based Installer.
YaST-based installer uses fbiterm for supporting CJK languages in ncurses.
This was implemented as requested in fate#325746.
Installation-images contain fbiterm because YaST needs it ^^^.
We plan to replace YaST-based installer with Agama. In SLFO, Leap, Tumbleweed.
Agama is not capable of all the needed features yet to replace it.
I believe, that if you wait just a little bit longer, it will just happen...
