I use the latest Tumbleweed version.
On the Raspberry Pi 3B (aarch64) the package GeoIP-data shows with:
rpm -ql GeoIP-data

/var/lib/GeoIP
/var/lib/GeoIP/GeoIP.dat
/var/lib/GeoIP/GeoIPASNum.dat
/var/lib/GeoIP/GeoIPCity.dat
/var/lib/GeoIP/GeoIPv6.dat

However "ls -l /var/lib/GeoIP/" gives:
total 0
On my x86_64 system the above rpm gives the same result, however "ls -l
/var/lib/GeoIP/" gives:
totaal 4
-rwxr-xr-x 1 root root 3960  9 jun  2018 GeoIP.dat

Very strange it gives total 4, as if the 4 files are there, but only one
visible.
