A quick note: For me, "latex" and "pdflatex" are working. This is an old install of Tumbleweed from 2014 (but kept up-to-date). The "latex.fmt" file mentioned has a date of Jun 26th for me, which is when I installed the update that included texlive. So it looks as if the format files are being properly updated for me, but something is going wrong for some users.
