Thanks for the repo list. I also have Packman enabled, and it is not causing a problem here. Since my last post, I learned more about udev. The files in both rules.d directories are executed in alphabetic order regardless of their location. The only special situation is that a file in /etc/udev/rules.d/ will override those in /usr/lib/udev/rules.d/ in case of duplicates. That does not apply here, but the new rule from the script will be applied last.
