If the users want to print these documents, they also need: 1. All referenced fonts 2. A postscript processor 3. A printer Of the 3, only ghostscript is Required. DVI is not an exchange format, and DVI with embedded metapost outside of an processing pipeline is absolute niche. If a user wants a full pipeline with metapost capabilities, there is texlive-collection-metapost. There is nothing wrong with putting metapost as Recommended, but Requiring it is just incorrect. metapost is probably the only optional dependency which is made a hard dependency - there is no hard dependency on hyperref, though the latter is definitely more often used by TeX users than metapost.
