KDE widgets cannot be moved in the panel. I installed opensuse-TW 20160613 from DVD and then performed an update. I changed the KDE panel settings to auto-hide and then I moved the panel from bottom to the left side of the screen. The panel widgets all moved. The icons audio, network, volume, etc moved to the center of the panel. The clock was near the bottom, but about an inch from the bottom, and not bottom justified. The K-gear icon was an inch or so from the top and not top justified. I used panel settings, and attempted to move the widgets, but they snapped back to their original locations. I then used the panel settings to return panel to bottom of the screen. Now all the icons are left justified on the left hand side of the panel. If I attempt to move the widgets, they snap back, and swap places, and are still left justified.
