On my Leap 15.5, I have in /etc/default/grub:
>> GRUB_DEFAULT=saved
>> ...
>> ...
>>
>> # Uncomment to automatically save last booted menu entry in GRUB2 environment

>> # GRUB_SAVEDEFAULT="true"
That means a user who really wants this is just very few edits away from it
AFAICS: Just uncomment those two lines.
Sure, we could add yet another checkbox to the yast-bootloader dialog (which is
already overcrowded) with yet another help text.
But since this request has been around for 4.5 years, and nobody considered it
important enough to actually schedule it to a sprint, I don't think it's
realistic to assume that this will change in the forseeable future.
