In the same repository as you installed libavcodec57-3.3.1-157.1.x86_64 and
friends is gstreamer-plugins-libav-1.8.3-5.1.x86_64.rpm which has a fix for
this bug.
I would appreciate if you can test that it does indeed fix this bug and then I
can enable cuvid and cuda extensions in the Packman ffmpeg build.
