It _is_ an openSUSE issue. When systemd was forced upon us, we were promised
that we should not worry as one of the great features of systemd was that it's
backward compatible so that one can keep using the traditional init scripts.
Unfortunately people ruling over openSUSE eventually decided to break that
promise deliberately.
