The Oxygen YaST Icons are already here: https://github.com/yast/yast-theme/tree/master/icons/oxygen Only the SVGs are not there.
For the time being, having Oxygen icons for the most used YaST modules would be enough for me. It could be the beginning of "oxygenisation".
All the most used modules have icons in the above repo - in fact all modules existing up until 13.1. The new modules introduced for 13.2 were all very enterprise'ish I think.
What it comes up to my mind is: 1. forking the yast2-theme to make YaST use Oyxgen icons again 2. Taking a look and seeing what are icons are missing 3. Making the icons and submitting a yast2-theme update

I'm not sure that's what needs to be done. The icons already exist. They're even included in the distro and installed by default (yast2-branding- openSUSE), they're just not used anymore.
