I would not simply assign a free license to all of my photos but if my photo wins a contest to be included in something important (it is our job to make it important) then I might think twice. Naturally the rules for inclusion should be clearly stated but there should not be rules for submission.
I would put some elementary rules: * size 1920x1080 - so that we can resize them as needed; this seems to be a modest size for current hardware, * some about content described in a page http://en.opensuse.org/openSUSE:At_Flickr For the second I would appreciate proofreading and ideas how to enhance it (image of the week? author of the month? etc).
My experience has shown that if you contact a possible "winner" directly they will gladly change the license . Naturally it is important to start the conversation as early as possible.
Maybe to use above page, to tell potential winners that if one wins the contest, it is expected to change license in order to be published as part of distribution. Plan is to link above page from Flickr http://www.flickr.com/groups/opensuse-artwork/ section "About openSUSE-artwork" as soon as it is (at least kind of) ready.
