I do not know how to do it via command line, but you can add the Leap
15.0 Ports repo via Web interface by clicking on "Expert mode" at the
bottom of the "Add Repositories" page.
Then type in "openSUSE:Leap:15.0:Ports" as project name and "ports"

Yes, I only see 'openSUSE Leap 42.3 Ports' inside the 'Add Repositories
to' tab. (BTW, in the list of 'openSUSE distributions' the 42.3 Ports
are listed twice.)
Is it possible to add the '15.0 Ports' already via the command line?
