devel:libraries:c_c++ are blocked because package building is

packages have been built so far. aarch64 had all of the packages built

First, a difference between aarch64 and armv7l is that aarch64 is built
in QEMU on x86_64, and armv7l is built natively. We cannot mix native
and emulated builds today, so...
* Contribute more KVM-compatible ARMv7/v8 build machines to OBS
* Fix instabilities of current ARMv7 build machines in OBS
=> Availability of build machines would streamline builds overall.
* For devel:libaries:c_c++ openSUSE_Factory_ARM repo use block="local",
=> This will avoid devel:libaries:c_c++ packages being blocked by
packages not yet rebuilt in Factory.
