Leap 15.3 is not released yet. You can get latest JeOS-raspberrypi image version from http://download.opensuse.org/distribution/leap/15.3/appliances/ Otherwise, the DVD and NET ISO should boot on the Pi4 to install it.

Well, I decided to wait :) Leap 15.3 was released yesterday. Today I downloaded the Leap 15.3 XFCE image from the link you provided, thanks.
