I guess rpmlint used on OBS workers for aarch64 and armv6 should be updated? Which rpmlint-mini package are you using? The one in oS:F:ARM should be up-to-date.
The list of valid licenses is maintained in obs-service-format_spec_file, which is then picked up by rpmlint and then rpmlint-mini.
