The list of valid licenses is maintained in obs-service-format_spec_file, which is then picked up by rpmlint and then rpmlint-mini.
I have no problem locally. But check msitools on aarch64: https://build.opensuse.org/package/live_build_log/openSUSE:Factory:ARM/msito ols/standard/aarch64
