It seems different, but on several of the computers I have installed 12.1, I have needed to add nomodeset to the install kernel (ATI graphics) to be able to install (or one was to use the rescue system). On mine it didn't loop, it just seemed to crash and corrupt the graphics, but adding nomodeset is easy enough to try.
