Have Apache running on Ubuntu 16.04 box hosting several websites. I
want to let someone use their Win10 box to remotely admin one of the
websites without being able to affect any of the other sites.

How best to do it?

Use mpm_itk ( http://mpm-itk.sesse.net/ ) to run that website under a
dedicated userid, then permit that userid to have ssh access. If the
admin has to include the full apache config, I think you'll need a
separate container (lxc, docker etc).
