Right-click on its entry in the taskbar, then go to More Actions -> Keep
Above Others.

OK, it works. I didn't think I have to set it in the taskbar entry. One more
thing: how can I set it to permament?
Now, after restarting kruler, I have to set it again in the taskbar entry.

Kruler doesn't seem to have easy access to Special Window/Application Settings like other apps. What you could do, since you want it active all the time, is from the right-click menu, go to Configure KDE Screen Ruler, then select Show Tray Icon. You can then toggle it on and off and it should retain the Keep Above Others settings on logging in, but I don't know for sure.

Other than that you'd have to go into the Window Rules sub-section in System Settings. Click on Detect Window Properties, then click on Kruler to auto-detect the necessary settings. Under the Arrangement & Access tab you can then set to Keep above and select 'Remember' or 'Force' from the menu drop-down.
