Don't use /etc/procmailrc! To invoke procmail as <user>, make
~/.procmailrc and recipies in another file called from ~/.procmailrc

I am unable to understand this paragraph :-?
Two references to "~/.procmailrc"?

You can call "subroutine" files from within the ~/.procmailrc
and those files have recipies too.

For example, from my ~/.procmailrc

LIB=$HOME/.procmail/
.....
INCLUDERC=$LIB/whitelist.rc
INCLUDERC=$LIB/mailinglists.rc
# Another kind of whitelist
INCLUDERC=$LIB/blacklist.rc
.....
