Why weren't those two zypper up'd along with everything else 3-4 hours ago?

Because
- the strict version dependency wasn't there
- you likely had those libraries from a different "vendor"/repo
- the fix is being built but not published yet

They seem to have been published for 13.1 and 13.2, but not TW. Newest
available for TW is 3.20.2-210.6 according to zypper on host m7ncd.
