You need to play around with it before rushing to post.
K3B will rip to any format for which you have plug ins installed.

No, I'm starting with raw audio on cassette tape.

Doug, with all due respect, you need to learn how to ask a question
without hiding half the information. Stereo or mono?

You don't have a CD creation problem.

You have an analog tape input and recording problem. You need to find a
way to feed from cassette to your line-in inputs on the computer (if
available) and record those as wav files.
There are a whole lot of computers that don't even have Line-in these
days. You might need on old school sound card or something.

Then do as I mentioned above to get those to CD.
