Because his mail client (mutt from 2010) is not UTF aware.

And I should believe that in 2015 people are allowed to break mailing
lists because they can't be bothered with implementing UTF?

It doesn't break anything, as far as I know. Mail threading is not based
on subject. If you are using some client that does break, like gmail
webmail client, then complain to them, because their mail client is broken.
