And I'm on 2.1.1 since I'm on a 13.1 where it works.

So maybe its a change in the udev rules.

looking at device '/bus/usb/devices':

SUBSYSTEM=="subsystem"
DRIVER==""

looking at parent device '/bus/usb':
KERNELS=="usb"
SUBSYSTEMS=="subsystem"
