wgy should it be removed if something else needs it? major dependecies
should not disapear during the life of a distro!. Else do you mean that
zypper up do not remove obsolete unwanted files?

The purpose in life of Tumbleweed is change. Of course that packages
will disappear and others appear, and be broken at times. And
dependencies do break.
