Tell who? In the beginning, when the Netscape people created the Mozilla
project, personalization/options/preferences or whatever anyone called user
configurable settings for Mozilla's apps, were found under Edit ->
Preferences, same as in Netscape 4, regardless of platform. It was only how
things worked in Windows that resulted in them being moved (in Phoenix) to be
called Options in the Tools menu. IOW, Options under Tools is a M$-ification
version, while the "Linux" version is the *traditional* version.
