also happens in kernel-devel-3.13.6-19.4.g4727218.noarch

and perhaps in kernel-devel-3.13.6-19.3.g4727218.noarch (cannot confirm
here)

nepomukctl restart
stops it but only for ~10 minutes and resumes, volumously.

You did issue 'restart' not 'stop' if that was your intention.
