In oS previous to 13.1, I could add a debug package following the suggestions
in gdb. For example, if an app uses tcl, and the debug package is not
installed, gdb would say:

Missing separate debuginfo for /usr/lib/libtcl8.6.so
Try: zypper install -C "debuginfo(build-
id)=9ad934500cba5db272425d8b19d13089857ed146"

Running the suggested zypper command resulted in the installation of the
debug
info.

On 13.1, when I try to install the package, I get this error:

# zypper install -C "debuginfo(build-
id)=9ad934500cba5db272425d8b19d13089857ed146"

Did I forget to enable something? Age does seem to be taking it's toll these
days...

You need to enable both the:

oss-debug repository
http://download.opensuse.org/debug/distribution/13.1/repo/oss/

and the update-debug repository
http://download.opensuse.org/debug/update/13.1/
