It uses the rtc time.

clock reflect the time?

It depends on the ntp client and server, it takes ntpd to settle from a few minutes to several hours. If that's not desired, try NTP server named "chrony" (the default ntp daemon in RHEL 7 and later) but it has limited support for gps devices.
