There are no runlevels because modern systems are not static, you have
USB printers, cameras, audio.. CPU , RAM , disk hotplug.. plus a long
list of etcs.

Now, there is a separation between graphical and text mode (
graphical.target and multi-user.target respectively) services however
can (or really *are*) started/stopped/restarted based on hardware
events or the particular requirements of other services.
