You took my sentence out of context.

Without reliable time source there is no way to know which of RTC and
system time is more stable. So decision which one of the free
running clocks should be synced to another is entirely arbitrary. There
is no technical reason to state that syncing RTC to system time on
shutdown is always better than not doing it.
