It depends. by "community drivers" do you mean the opensource ATI
drivers? if so, try using Kernel:HEAD, if it still persist, open a bug
report at component "Kernel"

If you are using the propietary ATI drivers, then you have fill a report
at AMD.

Community drivers refers to the OpenSource ATI drivers.
This issue is new just since I switched to KDE4.11 two days ago.
Suspend/Resume was flawless on kde 4.10.

No kernel upgrade was involved then, so I'm a little reluctant to
start switching kernels now since it takes exacty 4 keystrokes
to solve the problem after each resume.
