No, the menu or button entry exists always, but is disabled or
removed on some. I have seen it appear or disapear in my machine
with different versions of openSUSE. Other people had it, but
not me. Or the other way round.

That's a strange testimonial since on the top right corner of
Gnome (3.6.2) I see the three options (Suspend Hibernate Shutdown)
then definitely something has gone out of control.
