Maybe you are not using the correct directory for the version you are using. It is a local directory on your home, and the name changes with gimp version.

If you run gimp as root, the directory will be wrong.

If you run as root using "su" instead of "su -", then you will get files owned by root on your user home, which is wrong.

I don't know if there is a global directory for all users.
