Even when that messes up running app requests for memory? It has
been said that if memory is needed by some app, this cache may get
smaller to accommodate. I am not sure that is the case. When memory
use gets big, some apps die.

No, no, that can never happen. Apps can not die because all memory is
used by the cache. If you can prove it happened to you, it would be a
nasty kernel bug which they will be very interested to have in
Bugzilla ASAP >:-)
