Matter of choice. Depends on how much you add to your system, and whether just keeping /home intact will retain all that you want to retain.

Me, I always upgrade. I have been doing that for over a decade.

The machine is my primary traveler and absolute must host VmWare.

Test it.
Test whatever you must have before doing any upgrade or nuking.
