Easiest way:

Your command doesn't work because the input is raw PCM. You will need to
use the "-r" switch and specify the sample rate and stereo mode, for
example:

#+BEGIN_EXAMPLE
mpg123 -s <in_file> | lame -r -s 44.1 -m j <other_options> - <out_file>
#+END_EXAMPLE
