I guess there is nothing to file. Do not upgrade an application while it is
running unless
you want to take the risk of it acting funny. You can do it, it can work, but
it does not
have to.

Yes, but that would be a bug in the package update system that did not abort or
withhold the
update till the program was exited.

When a service is running, it is automatically restarted. So in this case at
least a warning
message is also appropriate, even more when updates can run automatically while
people are
working and data can be lost.
