Yes and it shows the correct time zone, with hardware clock set to
UTC. Both the desktop clock and date command show UTC, instead of
EDT.

Unset "Hardware clock set to UTC" and set the clock to local time. I
seem to remember reading about this somewhere else, but it was a long
time ago (in a galaxy far, far, away...).

Definitely no need for that - keep your system clock in UTC, but set
your timezone for displaying time.
