Isn't that what the checkbox in network device is for, allowing "non-root user device control"?

That network card set up is for the basic configuration of a NIC and is generally not used for WiFi, where the Networkmanager plasmoid is used. This problem is with Networkmanager, which requires the root password to set up a new WiFi configuration. Once it's configured, it starts without root password. With Networkmanager, you can configure multiple WiFi connections and use whichever is needed. So, I have one for home, work, local library etc. on my personal computer. With that work computer that was given to me for this work, I'd configure it for the hotel I was staying at. Then I'd have to configure another connection at the next hotel.
