You are not owner
permissions are wrong on /home/<user>
/home/<user>/Desktop

I am the owner, I can delete by right clicking on the item and select
'send to trash' from the menu. I can't delete using key in any other
folder outside home as well.

Any keybinding issues?

perhaps on your machine, not on mine :^)

there is a wonderful application called "Configure Desktop" on kmenu or
systemsettings from the cl which may help you examine key assignments.
Open it and look at "Shortcuts and Guestures"

also an app called "xev"
in xev, my "Delete" key shows:

KeyPress event, serial 34, synthetic NO, window 0xc800001,
root 0x15d, subw 0x0, time 1216464113, (162,-12), root:(165,1006),
state 0x0, keycode 119 (keysym 0xffff, Delete), same_screen YES,
XLookupString gives 1 bytes: (7f) ""
XmbLookupString gives 1 bytes: (7f) ""
XFilterEvent returns: False

The first sequence is for depressing the <delete> key, the second for
releasing it.

might be different if not using an English(US) keyboard/language.
