What is the best way to format one of these disks? In camera? mkfs.vfat?

FAT is fat, no matter who creates it. So it shouldn't matter if you
format it under Linux or in a camera.

So it may be, but my experience is that it DOES matter in some cases ... and
swapping the memory card from one camera from phone to another CAN cause
problems too ... Hidden files, proprietry "extensions" or "optimisations" (in
the format or software) ... there are many things which might cause problems.
If in doubt - format it with the device it'll be used in.
