Those files are not intended to be opened, but printed. Usually they are temporary and deleted right away. Not a Microsoft invention in any way.

They are output of some msdos/windows (or even linux) program, intended to go directly to the printer, in this case, an HP printer.

However, you may google and try to find an HP printer language interpreter. It may exist.
