What does nscd actually do? Does it actually need to be running on a
home network server?

It is a local cache used by the resolver libary. It is not _required_ on
any system.

Chkconfig -l shows "on" in 3 & 5, but I don't
remember ever actually setting it that way, or ever selecting it to be
installed in the first place.

It is installed by default.
