I'm not sure about 11.0, but on 11.1 netconfig executes the modules in
NETCONFIG_MODULES_ORDER of /etc/sysconfig/network/config, one of which
is ntp-runtime. If you want to disable this, probably
NETCONFIG_NTP_POLICY="" should suffice (man netconfig).

Thanks Peter - something must have changed significantly around
11.0-11.1 coz' I don't even have a netconfig man page.
