"latex.fmt" is in this "texlive-latex-2007-69" package.
If the directory "/var/lib/texmf/web2c" is not present, try to install
"texlive-2007-69" and "xmltex-2007.8.1-23".
Do you have this packages installed?

That was it. I installed the two packages and then ran texhash as root
and it is now working. Thanks for your help.
